He testifies of Jesus Christ, His work, and the work of His servants upon the earth. He acts as a cleansing agent to purify and sanctify us from sin. He comforts us and brings peace to our soul. The right to His constant companionship is among the greatest gifts we can receive in mortality, for by the light of His promptings and His cleansing power, we can be led back into the presence of God. And further, that no sooner was the plan of redemption revealed to man, and he began to call upon God, than the Holy Spirit was given, bearing record of the Father and Son. Such a one knows that the universal order in the heavens above, in the earth beneath, and in the waters under the earth, all give evidence that God lives; he knows that the testimonies of the prophets concerning the Father, Son and Holy Ghost are accurate and true. Secure in this knowledge, his life has purpose.

We should try to learn the nature of this spirit, that we may understand its suggestions, and then we will always be able to do right. This is the grand privilege of every Latter-day Saint. We know that it is our right to have the manifestations of the spirit every day of our lives. . . . This first Comforter or Holy Ghost has no other effect than pure intelligence. It is more powerful in expanding the mind, enlightening the understanding, and sorting the intellect with present knowledge, of a man who is of the literal seed of Abraham, than one that is a Gentile, though it may not have half as much visible effect upon the body; for as the Holy Ghost falls upon one of the literal seed of Abraham, it is calm and serene; and his whole soul and body are only exercised by the pure spirit of intelligence; while the effect of the Holy Ghost upon a Gentile, is to purge out the old blood, and make him actually of the seed of Abraham. Author's Note: Angels visit but they do not stay. The Holy Ghost stays. In the 29th chapter of Alma, the prophet Alma desired that he might be an angel to preach to the world with angelic power and authority. ("O that I were an angel, and could have the wish of mine heart, that I might go forth and speak with the trump of God, with a voice to shake the earth, and cry repentance unto every people") Alma then promptly repented of that wish, knowing that angelic preaching is not the Lord's pattern for teaching his children. The Lord's pattern is to reveal his truths to prophets; the prophets (not angels) testify to men. Following the testimony of the prophets the Holy Ghost confirms the truth to the hearts of the listeners.

Angels visit but they do not stay. The Holy Ghost stays. It is a gift. Joseph Smith was taught by angelic visitation. Moroni came to him three times in one night—and a fourth time the next morning, but he did not stay. This principle is consistent throughout the history of the world. Even Adam and Eve received only brief visits from the Lord. None of the prophets after Adam—Enoch, Noah, Abraham, Isaac, Jacob, Joseph, Moses, Elijah, Jeremiah, Isaiah, Lehi, Nephi, Peter, Paul, Joseph Smith—enjoyed "in-house" heavenly guests who stayed a fortnight or more. These heavenly visitors come to prophets, deliver their messages and leave. Why? Why are they not available for long periods of time to give seemingly needed counsel and accurate advice? The role of an angel is to deliver his message and leave, leave to allow each person to work out his own salvation. Each man must do many things of his own free will. Strength comes from pondering, from working it out in your mind, even as Oliver Cowdery was instructed "But, behold, I say unto you, that you must study it out in your mind; then you must ask me if it be right, and if it is right I will cause that your bosom shall burn within you; therefore, you shall feel that it is right." (D&C 9:8)

Our Heavenly Father wants us to become like him. To do so we must get the experience of arriving at decisions. All of us in our church callings should seek divine guidance. We should listen to the always available prompting of the Spirit, as we employ our God given minds and talents to magnify our callings. The divine principle of growth is the seemingly slow method of thinking and praying, of purifying ourselves to make of us the kind of person the Holy Ghost can inspire. Performing the duties of parenthood, of church callings, being faithful stewards while sanctifying our own spirits is the road to achievement and completeness. It is how we become God-like and perfect. Thus each of us must suffer a little, agonize a little. We must listen to the Spirit as we fast and pray, as we ponder and seek guidance. We thereby develop personal characteristics that give us growth. We learn how to accept responsibility, how to magnify our callings—to make our calling and election sure.


331. The Holy Ghost must finally seal (ratify, approve, justify) every ordinance, blessing, and performance of the gospel, before those acts become binding on earth and in heaven.

The Holy Spirit of Promise is the Holy Ghost who places the stamp of approval upon every ordinance: baptism, confirmation, ordination, marriage. The promise is that the blessings will be received through faithfulness.

If a person violates a covenant, whether it be of baptism, ordination, marriage or anything else, the Spirit withdraws the stamp of approval, and the blessings will not be received.

Every ordinance is sealed with a promise of a reward based upon faithfulness. The Holy Spirit withdraws the stamp of approval where covenants are broken. (Doctrines of Salvation, 1:45) DGSM:12

I will make an explanation of the expression, "Sealed by the Holy Spirit of Promise." This does not have reference to marriage for time and all eternity only, but to every ordinance and blessing of the gospel. Baptism into the Church is sealed by this Spirit, likewise confirmation, ordination, and all ordinances as well as marriage for time and all eternity.

The meaning of this expression is this: Every covenant, contract, bond, obligation, oath, vow, and performance, that man receives through the covenants and blessings of the gospel, is sealed by the Holy Spirit with a promise. The promise is that the blessing will be obtained, if those who seek it are true and faithful to the end. If they are not faithful, then the Holy Spirit will withdraw the blessing and the promise comes to an end. (Doctrines of Salvation, 2:94-95) TLDP:286-87

A man and woman may by fraud and deception obtain admittance to the house of the Lord and may receive the pronouncement of the Holy Priesthood, giving to them, so far as lies in their power, these blessings. We may deceive men, but we cannot deceive the Holy Ghost, and our blessings will not be eternal unless they are also sealed by the Holy Spirit of Promise, the Holy Ghost, one who reads the thoughts and hearts of men and gives his sealing approval to the blessings pronounced upon their heads. Men are justified in what they do when their deeds conform to divine standards. Righteous acts are approved of the Lord; they are ratified by the Holy Ghost; they are sealed by the Holy Spirit of Promise; or, in other words, they are justified by the Spirit. Such divine approval must be given to "all covenants, contracts, bonds, obligation, oaths, vows, performances, connections, associations, or expectations"—that is, to all things—if they are to have "efficacy, virtue, or force in and after the resurrection from the dead." I want to comment about this one statement: "by the Spirit ye are justified." Now I've struggled with that statement, and I have found a definition that seems to indicate to me what I'm sure the Lord intended to convey. The definition that I think is significant says: "Justify means to pronounce free from guilt or blame, or to absolve." Now if the Spirit, the Holy Ghost, is to pronounce one free from guilt or blame, or to absolve, then we begin to see something of the office of the Holy Ghost that relates to the subject about which we are talking: what it means to be born of the Spirit.

I shall inject here another phrase that is oft discussed (and I think is misunderstood) and to which we try to attach some mysteries. This phrase, where the Lord directs that all of these things are to be eternal, is: "must be sealed by the Holy Spirit of promise." Let me refer first to the 76th section of the Doctrine and Covenants. Speaking of those who are candidates for celestial glory, the Lord says:

"They are they who received the testimony of Jesus, and believed on his name and were baptized after the manner of his burial . . . That by keeping the commandments they might be washed and cleansed from all their sins, and receive the Holy Spirit by the laying on of the hands . . . And who overcome by faith, and are sealed by the Holy Spirit of Promise, which the Father sheds forth upon all those who are just and true." (D&C 76:51-53

In other words, baptism is only efficacious, and the initiatory ordinance is applicable, when it is sealed by the Holy Spirit of Promise. We have that same phrase repeated in section 132, verse 19, for the Lord is speaking now of celestial marriage.

". . . [I]f a man marry a wife by my word . . . and it is sealed unto them by the Holy Spirit of Promise . . . they shall pass by the angels, and the gods, which are set there, to their exaltation and glory in all things. . . ."

And with reference to the priesthood, when the Lord discusses in the 84th section the oath and covenant, exactly the same principle is implied. By the laying on of hands we get the promise of power and authority, but it will not be ours—worlds without end—unless we keep our part of the covenant. As we have noticed before, the great difficulty lies in the ignorance of the nature of spirits, of the laws by which they are governed, and the signs by which they may be known; if it requires the Spirit of God to know the things of God; and the spirit of the devil can only be unmasked through that medium, then it follows as a natural consequence that unless some person or persons have a communication, or revelation from God, unfolding to them the operation of the spirit, they must eternally remain ignorant of these principles; for I contend that if one man cannot understand these things but by the Spirit of God, ten thousand men cannot; it is alike out of the reach of the wisdom of the learned, the tongue of the eloquent, the power of the mighty. It requires the utmost care upon the part of the people who have received the Spirit of the Lord by the laying on of hands to distinguish between the voice of that Spirit and the voice of their own hearts or other spirits which may take possession of them. It is a still, small voice in the hearts of the children of men. It is not boisterous, loud or aggressive, and if those who receive it carefully watch its suggestions, it will develop more and more within them, and it will become an unfailing source of revelation. The gift of discernment is essential to the leadership of the Church. The gift and power of discernment in this world of contention between the forces of good and the power of evil is essential equipment for every son and daughter of God. There could be no such mass dissensions as endanger the security of the world, if its populations possessed this great gift in larger degree. . . .

Every member in the restored Church of Christ could have this gift if he willed to do so. He could not be deceived with the sophistries of the world. He could not be led astray by pseudo-prophets and subversive cults. Even the inexperienced would recognize false teachings, in a measure at least. With this gift they would be able to detect something of the disloyal, rebellious, and sinister influences which not infrequently prompt those who seemingly take pride in the destruction of youthful faith and loyalties. Discerning parents will do well to guard their children against such influences and such personalities and teachings before irreparable damage is done. The true gift of discernment is often premonitory. A sense of danger should be heeded to be of value. We give thanks for a set of providential circumstances which avert an accident. We ought to be grateful every day of our lives for this sense which keeps alive a conscience which constantly alerts us to the dangers inherent in wrongdoers and sin. CR1950Apr:163

I have given some thought to the question, and the answer thereto so far as I can determine, is: We can tell when the speakers are "moved upon by the Holy Ghost" only when we, ourselves, are "moved upon by the Holy Ghost."
